Savannah River National Laboratory (SRNL) is a multi-program laboratory applying state of the art science and practical, high-value, cost-effective solutions to complex technical problems to protect the nation. Located at the U.S. Department of Energy’s (DOE) Savannah River Site (SRS) in Aiken, SC, the laboratory develops and deploys innovative technologies to address some of the nation’s environmental, energy, and national security challenges.

Situated on the outskirts of South Carolina, Savannah River National Laboratory (SRNL) is located approximately 20 minutes from Augusta, Georgia (home of the annual Master’s Tournament) and 30 minutes from Fort Gordon (home of the new US Army Cyber Command). The complex is one-hour away from Columbia, South Carolina and within a three-hour radius of Charleston, South Carolina, and many of the coastal beaches. Aiken is known for its famous thoroughbred horses, southern hospitality, growing community, thriving school district, numerous parks and golf courses, great weather, spacious avenues, and historical large and impressive homes.

Savannah River National Laboratory is seeking a Principal Business Analyst/Cost Control to lead scheduling efforts and provide cost for SRNL Research programs and supporting SRNL Operations organizations. Interact with SRNL management and research staff to develop forecasts, perform financial analysis and reporting to support Savannah River National Laboratory (SRNL) activities. Provide customized analyses and reports as requested by SRNL management. Experience with Earned Value Management System (EVMS) is preferred.

  • Organization, development, implementation, maintenance and accountability of financial planning and analysis designed to provide management with the total capability of maintaining planning, scheduling, financial analysis throughout the life cycle of a very complex or unique project or program.
  • Under minimal supervision: – Performs financial activities with a proficient ability and knowledge in the development of financial plans and reports on a periodic or ad hoc basis.
  • Regularly develops, establishes and continuously improves financial procedures, analysis and reporting.
  • Responds to questions regarding financial issues by possessing knowledge of activities and transactions which form the basis of financial results.
  • Prepares and presents financial information in appropriate format to management.
  • Analyzes variances in actual expenditures against budgetary plans and communicate the reasons for the issuance of variance and proposed mitigation plans to management.
  • Prepare comprehensive monthly financial reports including analyses, forecasts, and spend plans
  • Assemble, analyze, interpret information and apply practical knowledge to create innovative solutions to resolve complex business issues.
  • Analyzes current financial trends and identifies potential problem areas.
  • Provide functional guidance, technical direction and training to other financial personnel.
  • Understands the business environment and the operations of the area being supported.
  • Develop costing rates, explain costing rates for the budget process, maintain rates in PeopleSoft and analyze pool variances (Assigned Overhead and Service Pools).
  • Perform extensive analysis of various business operations to ascertain funding limitations and execute appropriate cost controls; identify productivity and financial issues; design highly integrated financial controls; and create cost effective processes to enhance productivity.
  • Prepare and present financial information as appropriated to departmental management. -Understands CAS / FAR principles
  • Organizing, developing, analyzing, and maintaining schedules and cost associated with various SRNL programs/projects.
  • Provide management status and recommendations identifying variances within work execution.
  • Provide management with the capability for maintaining scope, schedule, and cost controls throughout the life cycle of complex programs/projects.
  • Work under limited supervision and provide leadership to other schedulers.
  • Develop, implement, analyze, and maintain comprehensive, integrated project schedules and cost baselines.
  • Thoroughly analyzing project requirements to apply advanced project controls and business system techniques supporting DOE Orders.
  • Analyze data to ensure accuracy while maintaining orderly records to provide audit trails.
  • Develop schedule and cost report formats as required by internal or external client requirements
  • Analyze current schedule/cost trends and identifies potential problem areas.
  • Serve as lead on programs/projects and coordinate work of lower-level Project Controls personnel
  • Understands fundamental concepts of Estimating activity.

Salary Range (annual)

$88,224- $128,364

Note:
Salary offers are commensurate with candidate’s experience and applicable education in comparison to incumbents.

Basic Education Qualifications

  • BS/BA degree in business related field
  • Good communication and organization skills
  • Strong computer skills
  • 10 or more years of experience in related field
  • Experience with Primavera or other professional scheduling tool
  • Experience with EVMS and Microsoft BI or similar business intelligence tool

Other Required Qualifications

  • Proof of complete COVID-19 vaccination or approved exemption authorization will be required for employment at SRNL.
  • Must be able to obtain and maintain a DOE security clearance. methods to quantify work condition impacts on costs.

Preferred Qualifications

  • Proficiency in the use of automated accounting, budgeting, cost management, and estimating systems
  • Working knowledge and understanding of project management and cost/schedule control
  • Knowledge of operations, maintenance, or project startup and development
  • Demonstrated skill in conceptual estimating and impact analysis
  • Experience working with technical personnel and interfacing with researchers
