Primary Purpose
The Business System Analyst (BSA) is tasked with helping the business meet its objectives and goals by using broad IT and business knowledge to implement IT solutions which address business needs. Develop requirements, facilitate/conduct Business Domain testing, and provide training to ensure that the IT solution reflects the functionality necessary to address business goals and objectives. Provide application support to ensure that end-user issues are managed to resolution. Identify, develop and implement effective technology solutions that address small-scale initiatives.
Analyze business requirements, develop specifications, implement and support computer systems and apply structured systems development methodology to ensure optimum benefit from computer automation. Conduct audits pertaining to the design, implementation and operation of computer systems and enhancements. Analyze, evaluate and report on audit findings. Perform systems acceptance testing and contract administration duties.
Duties and Responsibilities
- Conduct effective interviews with users to determine their computer system requirements and expectations. Translate the requirements accurately to systems definition. Provide accurate, timely review of project progress with users.
- Analyze user requirements, develop specifications and coordinate implementation of computer systems of medium complexity or size. Develop plans, specifications and detailed systems descriptions for customer service applications. Conduct audits on the design, implementation and operation of computer systems and their enhancements. Recommend and initiate appropriate action.
- Estimate feasibility, scope and cost of proposed systems, applications or enhancements. Participate in setting priorities for information services development work.
- Provide technical consultation to users for issues and concerns of computer systems arising on a day-to-day basis. May be assigned to function as a user specialist in one or more systems or applications.
- Plan for and coordinate with information services personnel regarding systems modifications, and workstation installations and modifications; evaluate and plan for effects on the systems; plan and request software changes. Administer maintenance contracts for non-standard information services computer equipment. Responsible for specifications, installation, support and problem resolution of computer systems.
- Develop standards/specifications and systems testing for acceptance of a new computer systems applications or enhancements.
- Identify, develop and present efficient and economical computer solutions, conduct cost benefit analysis and post implementation analysis; review computer charging reports to ensure control and proper accounting; forecast computer charges.
- Perform planning and system life-cycle activities and recommend short-term and long-term resolutions and requirements for existing and/or new computer applications; participate in the development and documentation of procedures related to these systems. Keep informed of new developments in information processing concepts and technologies.
- Develop and manage requirements to ensure that the IT solution reflects the functionality necessary to address business goals and objectives. Include data analysis, modeling and process management as part of requirements facilitation.
- Model systems and data to a logical level, user interface design and prototyping, decision tables/trees, data flows, modeling and processes using various notation (use cases, class diagrams, activity diagrams, business process modeling notation).
- Provide application support to ensure that end-user issues are managed to resolution.
- Facilitate and execute Business Domain Testing and may participate in Quality Assurance domain level testing to ensure that the IT solution reflects the functionality necessary to address business goals and objectives.
- Identify, develop and implement effective technology solutions that address small-scale initiatives.
- Develop and conduct user training to assure proper operation of systems.
- Perform other duties as assigned (no more than 5% of duties).
NOTE: This position can be filled at the appropriate level based on the experience level of the selected candidate, final scope of job responsibilities and job requirements.
Education
- Bachelorโs Degree in Business Administration, Computer Science, Mathematics, Engineering, or equivalent training and experience. Required.
Experience
- BSA I: 1-3 years of related experience required.
- BSA II: 3 years of Experience in the use of computer systems such as ADOS, CIS, DFIS or DPSS, and a thorough knowledge of customer services activities or equivalent training and experience required.

- Knowledge of project management in the areas requirements development, business domain testing and training.
- Writing unambiguous, verified requirements to a testable level (functional and non-functional requirements).
- Knowledge of software development lifecycle (SDLC).
- Knowledge of project management methodologies.
- Knowledge of testing methodology and tools.
- Knowledge of technology system interfaces and data integration; networks, operating systems.
- Knowledge of business; process, roles/responsibility, industry.
- Data analysis and Organization modeling.
- Requirements workshops/interviews/observation.
- Decision and costs benefit analysis.
- Solid communications (oral and written), interpersonal and consultative skills.

- Familiarity with structured systems development methodology, project management techniques, PINS, SAS, Easytrieve and PC software desirable.
- Excellent communication and customer skills are required to work productively with internal clients, various levels of company personnel, outside vendors and management consultants.
