This is a senior-level, professional Data Consultant 4 position that conducts DOH workforce analytics research and analysis, designing and administering data visualization, analyzing, and reporting on results, consulting with leaders, and supporting customersโ€™ workforce analytics needs. Additionally, this position plays a pivotal role in maintaining and enhancing the functionality of the agencywide Resource Management Dashboard, which was created to provide supervisors and managers real time access to employee and position information. This assists them in making informed decisions in a more timely manner, which ultimately supports the work being performed across DOH. This is a full-time, permanent Data Consultant 4 position.The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Tumwater, Washington duty station for work activities, if needed. Additionally, it is expected the position will travel occasionally to attend team, customer, or partner meetings once it is safe to do so. Duties Include Elicit customer and stakeholder business questions, needs, and problems.Identify potential data sources, request data from data owners or gather it from original sources, integrate data from multiple sources.Analyze data using statistical, qualitative, and/or predictive analysis methods, and document data analysis methodology.Review literature (laws, rules, and policies, relevant websites, professional journals, HR associations, research institutes, etc.) to respond to business questions, identify promising practices/potential countermeasures and develop benchmarks.Design and administer surveys, conduct interviews and focus groups, and engage in participant-observation to ensure proper gathering of workforce analytics and OPS performance data from across the agency.Interpret data and information to generate actionable insights, create data visualizations, and draft and present written and oral reports, presentations, and briefings to leaders and staff.Advise leaders and staff on workforce and HR research, analysis, and interpretation, and respond to questions.Manage data/analytics Enterprise projects, including planning, implementation, and closeout.Identify and evaluate potential improvements and innovations using behavioral economics, or nudge theory, implement or assist in implementing changes, and evaluate the effectiveness of changes using clearly defined measures and metrics. Develop and test new workforce data- and strategy-related products and services (e.g., dashboards, data visualization).Manage content questions on Agencywide Resource Management dashboard, as well as resolve technical issues and enhancement. Provide updates to the Office of Innovation and Technology (OIT) Navigator for new users or user updates for Power BI access or role permissions for the Agencywide Resource Management dashboard.Communicate with key stakeholders/customers and internal leadership to ensure clarity around analytics and process goals and status.Identify, apply, and integrate knowledge and contributions from others (individuals and organizations) to improve the Capabilities required for success in this role. Understand and assess the impact of this role to adjust work efforts and ensure a positive impact on others. Required Qualifications Option 1: Two (2) years of professional experience in human resources, project management, data analysis, or applying behavioral economics. Option 2: Bachelor’s degree in public administration, business administration, statistics, economics, human resources, social sciences, or related field, including coursework in research, statistics, or data analysis, from an accredited college or university. Candidates must have demonstrated proficiency in the following areas. Proficiency may be gained through a combination of education and work experience. Analyze quantitative and qualitative data in MS Excel, including use of descriptive statistics, formulas, pivot tables, and charts and graphs. Conduct research and program evaluation, including identifying hypotheses, designing research/evaluation plans, collecting data from existing and new sources, drawing conclusions from data, and developing recommendations supported by facts and analysis.Communicate complex information in writing and verbally using plain language.Draft professional correspondences, memos, presentations, and reports, and presenting information to diverse audiences, including executives. Research, interpret, and apply laws, rules, policies, and procedures.Desired Qualifications Master’s degree in human resources, business administration, statistics, economics, public administration/policy, social sciences, or related field.Subject matter expertise in one or more areas: performance measurement/metric development, workforce planning, or choice architecture. Basic understanding of state government system and the law, rule, and policy-making processes.Experience in the following: Data visualization software, such as Power BI or Tableau.Managing projects; awareness of Agile project management methodology.One or more of the following data analysis methods: multivariate statistics, performance metrics, forecasting, predictive analytics, or qualitative data coding.Statistical analysis software, such as R, Python, SAS or SPSS.Evaluating, developing, and implementing policies and strategies.
