Telework/Olympia

We are seeking to hire a Data Analyst (MA4) in our Data Architecture, Transformation and Analytics (DATA) Division to work within the Data Integrity Team unit. This position is 100% telework and may require occasional travel for in-person meetings. The ideal candidate for this position will have strong research and technical skill sets. This full-time/permanent position will support the Agency and division strategic efforts to increase access and opportunities to all Washingtonians through a partnership of ESD with U.S. Department of Labor (USDOL) in relation to the Participant Individual Record Layout (PIRL) reporting system. Duties

As a Data Analyst you will be responsible for ensuring federal compliance by developing, documenting, implementing, and maintaining data validation processes and procedures that meet US DOL mandated regulations; in relation to the Participant Individual Record Layout (PIRL) and other federally or state mandated reports or data deliverables.

Utilizing affectively your technical skill sets for developing, documenting, implementing, and maintaining data integrity test plans and user acceptance testing; analyze small and large data sets returned by defined technical requirements and discuss analysis with subject matter experts, stakeholders, and external vendors in order to recommend enhancements or improvements to business and reporting requirements.

Some of what you will be doing:

  • Supporting the process from data request to product completion while leveraging internal and external relationships to the DATA division.
  • Reviewing, analyzing, researching and supporting WIOA performance reporting. This requires the use of knowledge of the workforce programs requiring eligibility, enrollment and case management, to include WIOA Title III – Wagner-Peyser (Self-Service, General WP, Veterans, Migrant Seasonal Farmworkers (MSFW)), WIOA Title I (Adult, Youth, and Dislocated Worker), Trade Adjustment Assistance (TAA), and ESDโ€™s National Dislocated Workers Grants (NWDGs).
  • Evaluating new and existing DOL, state, and local guidance regarding WIOA. Be familiar with TEGLs which may impact case managed service delivery and Federal reporting.
  • Researching and analyzing database structures within current Management Information System (MIS) with requirements for data characterization and migration to the new MIS.
  • Developing and sustaining key technical and process related customer feedback loops for DATA division as well as internal and external stakeholders.
  • Validating, and prioritizing requirements to ensure business needs are met
  • Developing complex reporting solutions which include designing reporting solution database infrastructure using complex Structured Query Language (SQL) coding and database Infrastructure requirements.
  • Designing, building and maintaining ad-hoc and standard tools using complex SQL, or similar query language, queries as well as provide updates to the architecture of the products as DOL Guidance is released.
  • Querying data warehouses and other databases using SQL, or similar query language, to derive tables, charts, and other reports based on query results.
  • Building, supporting and providing reports built using SQL Reporting and/or Power BI Reporting Business Objects within the Management Information System (MIS), for all ESD staff and partner agencies,
  • Applying logical business rules and theories to database structures, in order to maintain a user friendly and normalized reporting infrastructure.

Qualifications

What you bring:

A combination of education and/or relevant experience* equaling eight (8) years of professional experience in data analysis.

  • Professional experience may be substituted, year for year, for the required education, provided a Bachelor’s degree in Information Technology, or closely allied field has been obtained.
Education to Experience Equivalences:
Associate Degree = 2 years | Bachelor Degree = 4 years | Masters or Higher = 5 years
