THE POSITION:


Department of Health and Human Resources (DHHR), Management Information Services (MIS), Kanawha County โ€“
As a lead programmer analyst, will monitor processes and teams, while working through a project Software Development Life Cycle. Applying standard programming procedures and knowledge of pertinent functional areas. Analyzes needs, designs, writes, and tests new programs and applications using solid coding skills and the ability to test and troubleshoot applications and software programs. Required programming skills may include but are not limited to: Web development – C#, jQuery, SQL, MVC, .NET, Visual Studio; Relational Database โ€“ Oracle, SQL Server, DB2, PLSQL, Stored Procedures; Reporting – Cognos, Data Analytics; Microfocus Cobol, TFS, system design and analysis. Strong analytical, written, and verbal communication skills. Use case testing and technical documentation skills desired. Consults with business analysts to determine specific program and data requirements, prepares technical system and project documentation and attends development meetings. This position performs related work as required. An irregular work schedule may be required of this position. May help in the data cleansing, conversion, and transition activities.

Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering.
OR
An Associate’s degree from an accredited college, university or business school in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering and eighteen months of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages.


Substitution:
Three years of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages may substitute for the required training.

Experience: Four years of full-time or equivalent part-time paid experience in programming, system design and analysis work with multiple programming or data base languages.
