The State of New Hampshire, Department of Education, Division of Education Analytics & Resources & Bureau of Ed. Stats has a full time vacancy for Planning Analyst/ Data System.
Summary:
To perform data analysis and apply data science and statistical methods to assess, evaluate and drive decisions related collection, processing and dissemination required for state and federal education reporting requirements for the Department of Education, Bureau of Educational Statistics. To establish queries and a reports for accurate, dependable, timely and standardized data; to create, review and analyze qualitative or quantitative data regarding program outcomes and data integrity; to consult with and support staff and develop policy regarding the accurate collection and utilization of data in a quality improvement process.
ACCOUNTABILITIES:
Oversees data collection, processing, reporting, documentation policies procedures, and methods of agency data collection to ensure accuracy of program outcomes, metrics, reporting and operations for state and federally required analysis of educational data. Translates data to reports and presentations for use in various Department initiates, programs, funding and operations; makes recommendations for state and state-funded educational services system improvements based on analysis of relevant data.
Designs and implements data collection methods to collect, validate, report, and manage education data managed by the Bureau of Educational Statistics. Maintains knowledge of relevant state and federal laws, regulations, and policies and relevant education metrics; attends leadership meetings to enhance knowledge of Department goals and objectives and evaluates and monitors data collection activities to assure compliance with education regulations.
Provides information and technical assistance to Department administration, education agencies, parents, researchers, legislators, media and other education stakeholders concerning data collection, reporting, input, analysis, and interpretation of relevant Department data and metrics.
Advises and trains education personnel including school, nonprofit, municipality, and other educational employees in system access and use, data entry, coding, editing and quality control procedures for data related acquisitions or processing activities.
Develops policy and training manuals and quality control procedures for data analysis and data reporting systems and assists administrative and technical staff in the establishment and implementation of such policies governing the maintenance, retention and release of data to preserve data confidentiality statutory requirements, including the Family Educational Rights and Privacy Act (FERPA), the Elementary and Secondary Education Act (ESEA), other state and federal education programs, and state data privacy and security regulations.
Collaborates in the design and implementation of research projects and policy analyses at the Department and Division levels. Establishes data collection, retention and security procedures for education data managed by the Bureau of Educational Statistics.
MINIMUM QUALIFICATIONS:
Education: Master’s degree from a recognized college or university with major study in statistics, mathematics, economics, health services research or administration, computer science, environmental science, or related field.
Experience: Three years’ professional experience in the design or development of programs for the collection and analysis of data. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.
License/Certification: Possession of a valid driver’s license and/or have access to transportation for statewide travel.
Preferred Qualifications: Experience in data planning and analysis within an educational, instructional or government operation preferred. Experience in the use of statistical analyses software (i.e. SAS, R, SPSS, Microsoft Access and Excel), strong verbal and written communication skills.
