Job Detail:
Universal Consulting Services, UCS, is seeking a Data Analyst – Jr. for an immediate opportunity with the office Pipeline and Hazard Materials Safety Administration, PHMSA PHP with the Department of Transportation (DOT).
UCS provides PHMSA PHP with analytical and data collection support services to ensure accurate and timely response to PHMSA internal and external stakeholders by using the various PHP databases to extract, analyze, and manipulate data and to ensure the timely and accurate collection and population of operator data.
The analytical and data collection support services will:
- Involve data analysis, data extrapolation, population, forecasting and trending, report development to include professional-level graphs and charts of data submitted by pipeline operators on PHMSA PHP’s annual reports, incident/accident reports, safety-related condition reports, and operator registry forms.
- Involve data related to the annual pipeline safety user fee assessment process.
- Include the identification and resolution of data quality issues by developing repeatable data quality processes to reinforce the integrity of PHMSA’s data collection efforts as well as utilizing PHMSA PHP’s data management policies for the various PHMSA PHP datasets and data collection efforts.
- Involve creating mechanisms such as database views to facilitate the government’s ability to consistently and reliably repeat recurring data calls such as updates for the Quarterly Performance Scorecard and any additional analysis and reporting needs involving PHMSA PHP’s data.
- Respond and fulfill data requests from internal and external agencies.
- Lead Client Meetings on data and resolutions with a strong focus on ensuring data accuracy and data resolution.
Use Oracle database through Toad as interface, use SQL to analyze data and produce reports.- Communicate analysis clearly through visual tools, memos and technical reports to a non-technical audience that effects decision making.
- Provide daily, monthly, and ad hoc reports to management team and stakeholders.
- Perform other duties as assigned. This may include but not limited to User Acceptance Test support on IT systems.
- Follow established processes to complete routine tasks.
- Create and maintain Excel working files to extract, transform, import / export data from Oracle database and generate deliverable files.
- Perform data quality checks and resolve errors related to case documents and ensure accuracy.
- Review reports posted in internal Portal and coordinate changes as needed with management and other stakeholders.
- Collaborate with different teams and communicate the software requirements and engineering change requests between developers and internal team members.
This is a full-time on-site position currently tele-work due to COVID-19 restrictions.
- US Citizen with Public Trust or ability to obtain Public Trust required.
- Requires BA/BS with no experience or AA/AS with 2 years’ experience or HS/GED with 4 years’ experience.
- Analytical, verbal and writing communication skills
- Strong business analysis skills
Technical Requirements:
- Solid experience in MS Office
- Intermediate to advanced MS Excel skills (such as VLOOKUP, formulars, pivot tables, charts, and mathematical operations).
- Experience with Oracle or other relational database system, Toad
- Experience with Tableau
- Intermediate to advanced SQL skills to write Oracle DML and DDL for creating views, tables, materialized views, functions, procedures, and Oracle scheduler jobs
- Previous experience with QA/QC
- Use of Toad (UI tool for Oracle database access).
- Experience with data analysis / reporting: ability to run raw data and other data files
