Duties

  • Supports the implementation and maintenance of business intelligence and analysis solutions by identifying and gathering data needed; processing and transforming data into needed formats; developing processes for analysis; applying various tools and techniques to produce findings and insights from structured and unstructured data; and communicating the data and analytic results across the organization.
  • Uses analytic tools to combine, analyze, and interpret complex datasets of varying sizes to perform exploratory analyses and develop data-informed organizational solutions.
  • Performs optimal and appropriate analysis on large and very large data sets. Prepares reports on in-depth data analyses using statistics and data visualization skills.
  • Analyzes and explores a variety of large data sources to provide data-informed insights and actionable recommendations. Conducts statistical analysis to make appropriately rigorous and informed projections, data-informed decisions, and recommendations based on findings. Advises on the potential benefits and uses of automation to improve the efficiency of analytical operations in the agency.
  • Communicates findings, conclusions, and recommendations to technical and program staff.

Qualifications

Basic requirements for all grades

The individual occupational requirements typically provide at least two methods for applicants to meet the basic requirements of the occupations covered by this standard:

  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.

    Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.

  • Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The paragraph B method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.

This position is covered under Individual Occupational Requirement for series 1560:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

or

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting basic requirement,

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service or equivalent. Specialized experience is defined as performing all phases of data analysis, including identifying data sources, gathering and compiling data, obtaining insights through analysis and application of statistical techniques, and communicating insights through visualizations, dashboards, reports and/or written analysis.

Specialized experience includes ALL of the following:

  • Compiling, processing, and mining structured and unstructured datasets for patterns, trends, and clusters.
  • Transforming data into knowledge/visualization (e.g. dashboards, graphs, charts, tables, and models) that guide data-driven decision-making and insights.
  • Drafting written analysis that summarizes important trends resulting from quantitative and qualitative data compilation and analysis.
