Job Duties:

  • Designs, develops documents, tests, and debugs new and existing software systems and applications.
  • Transforms business requirements into system definitions and clear solutions.
  • Communicates using flowcharts, data flow diagrams and unified data language.
  • Serves as a technical expert on development projects.
  • Participates in full development life cycle including requirements analysis and design.
  • Understands various software architecture and implementation methods.
  • Identifies gaps in system/requirements software development model.
  • Creates technical specifications based on conceptual design and stated business requirements.
  • Supports maintains and documents software functionality.
  • Analyses codes to find causes of errors and revises programs.
  • Participates in code reviews and software design meetings.
  • Examines user needs to determine technical requirements.
  • Consults with end-users to prototype, refine, test, and debug programs.
  • Conducts tasks and assignments as directed.
  • Works under minimal supervision with the ability to make independent judgments, as required.
  • Performs other duties as assigned.

  • Understand various software architecture and their implementation methods.
  • Identify gaps in system/requirements software development model.
  • Create technical specifications based on conceptual design and stated business requirements.

Basic Qualifications for Consideration:

  • 5 or more years of IT experience as a Business Analyst.
  • Extensive experience in MEDICAID program and CHIP.
  • Experience in requirements gathering and translating business needs into technical objectives and identifying solutions to satisfy the business need.
  • Experience reporting project status to management including risks, issues, and key decisions.
  • Experience identifying project risks and issues; and developing/implementing mitigation strategies.
  • Experience in effective general written/oral communication, including documenting requirements, deliverables, test scenarios and project status.
  • Experience utilizing business analysis skills and interacting with business end users and technical staff.
  • Experience performing review and approval processes of complex technical user and system requirements written by vendors.
  • Experience with Microsoft Office products (e.g., Teams, Word, Excel, etc.).
  • Experience coordinating and developing test strategies and test scenarios.
  • Experience with Microsoft Project or similar project management software.
  • Experience utilizing the Agile methodology or other form of adaptive software development methodology.
  • Experience working in a team environment.
  • Experience in claims processing.
