Summary

The Road Services Division are seeking team players with a high regard to customer service to help support the agency as its reliance on business technology increases. These positions will be part of the ongoing effort to ensure efficient access to data and tools that support functions across the Division-including operations, business planning, financial planning and management, asset management, performance measurement, records management, and emergency preparedness, among others. These positions will be a leaders in the delivery of virtual tools and solutions to staff as Roads transitions into the new hybrid home/office work environment. Efficiency is gained through support of desktop and mobile technologies to ensure users have the most up to date and industry standard tools they need to perform daily work activities. These positions are vital in supporting office and field staff at multiple locations.

Job Duties

Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate skill and ability to:

For the Business Analyst:

  • Participate in Lean process improvements for business systems and associated technologies from planning through executionโ€”examples may include data mining, business requirements gathering, report development, and dashboard creation;
  • Develop, assist with, and provide user training and coaching (e.g., Teams, SharePoint, office telecommuting equipment, AnyConnect, Office 365, OneDrive, new versions of operating systems and software, etc.);
  • Assist in supporting Roads Telecom inventory and accessories, ordering of new devices, retiring of devices, and general troubleshooting with users;
  • Work with vendors of hardware and software for ordering and to ensure resolution of problems using their products in support of business-specific data systems;
  • Assist in gathering requirements for onboarding of new employees and assist with managing the process of offboarding of exiting employees;
  • Work directly with field and office staff as a problem solver for technology issues;
  • Assist staff with procedures and support for dealing with electronic files when staff leave RSD employment;
  • Maintain Roads PC/laptop inventory and reconcile with KCIT information;
  • Other duties as assigned.

In addition to leading and managing the duties above, the incumbents in the Sr. Business Analyst position are responsible to:

  • Serve as liaison and Subject Matter Expert working alongside Roads staff and KCIT to support the successful delivery of Capital IT Projects;
  • Serve as a liaison to KCIT for RSD to support prioritization of work regarding software, hardware, application, and supporting IT efforts;
  • Troubleshooting/Triage usersโ€™ software, hardware, and application issues. Perform root cause analysis to track reoccurring issue that lead to resolution;
  • Work with vendors of hardware and software for ordering and to ensure resolution of problems using their products in support of business-specific data systems;
  • Gathering requirements for onboarding of new employees and assist with managing the process of offboarding of exiting employees;
  • Coordinate procedures for dealing with electronic files when staff leave RSD employment;
  • Assist with Public Disclosure Requests involving electronic records;
  • Lead and give oversight in conclusion with Roads PC/laptop inventory and reconcile with KCIT information;
  • Provide support for Divisionโ€™s Intranet, Internet and SharePoint site;
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Understanding of the basic business functions and associated systems of a public service agency (e.g., policy, planning, engineering services, maintenance, and administration, including budget and finance and human resources). Experience in a transportation or public works agency preferred;
  • Knowledge of the analysis, design, development, and applications of a variety of business systems and processes;
  • Skills in research, analytical thinking and collaborative problem solving;
  • Skills in gathering and analyzing data using a range of business systems and software;
  • Excellent written and oral presentation skills;
  • Ability to handle multiple, competing priorities in a fast-paced environment;
  • Ability to function as an effective team player in an agile, matrixed team;
  • Strong interpersonal and communications skills;
  • Skill in working with a variety of individuals from diverse backgrounds and maintaining collaborative relationships;
  • Customer service skills and orientation;
  • Ability to have predictable and reliable attendance.


Desired Knowledge/Skills/Abilities

  • Strong desire for customer service;
  • Familiarity with current version of Microsoft Operating systems and Office suite of products, including Office 365;
  • Proficient with using mobile technologies including: laptops, cell phones, and tablets;
  • Knowledge of process improvement methods and techniques such as Lean;
  • Applied knowledge of project management techniques and methodologies;
  • Knowledge of group dynamics and change management.

  • This position is exempt, therefore not overtime eligible.
  • This recruitment may be used to fill additional vacancies to include Term Limited Temporary positions for up to 6 months;


Salary Information:

Business Analyst $93,250.56- $112,732.88
Sr. Business Analyst $104,990.704- $126,926.176

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county. Taken together, the population in unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director’s Office and the Road Services and Permitting Divisions. The Directorโ€™s Office includes a robust Community Service Area group focused on identifying and responding to the needs of urban and rural unincorporated King County residents and business.
